Long-term stability for children

Long-term stability means a child can stay in one loving, supportive home without constant changes. This gives them the chance to build trust, feel safe, and plan for their future.

Social workers call this “Permanency Planning”: making sure every child in care has a safe, stable, and lasting home where they can grow and thrive. As a foster carer, you play a vital role in this process.

The goal is to avoid unnecessary moves and provide children with security. 

Why it’s important

Children who move between placements often struggle with relationships, education, and emotional health. Permanency planning helps them feel safe and supported, giving them the best chance to build positive relationships and reach their potential.

What does it involve? 

Putting the child first. Listening to their views and assessing emotional, physical, and educational needs.

Any age, any time. Permanency planning can happen at any stage. Sometimes short-term carers choose to offer a permanent home.

Exploring options. This can include looking at different options for the child such as:

  • Returning to birth family (if safe).
  • Long-term fostering.
  • Adoption.
  • Special guardianship.

Legal and care planning. Making arrangements permanent.

Your role as a foster carer

  • Provide stability. Offer a consistent, caring home while decisions are made.
  • Support identity. Help the child stay connected to family, culture, and community where possible.
  • Work with professionals. Attend meetings, share observations, and contribute to plans.
  • Prepare for changes. Whether the plan is adoption, long-term fostering, or reunification, help the child understand and adjust.

When a child gains permanence, they are more likely to have:

  • Emotional stability.
  • Better mental health.
  • Improved education.
  • A strong sense of identity and belonging.
  • Long-term support and planning.

This reduces the risk of negative outcomes and helps children thrive as they grow into adulthood.
